Joseph Loughlin grew up in Vancouver, WA. He graduated from Washington State University with a degree in Criminal Justice and a minor in Sociology.

In 1996, Mr. Loughlin enlisted in the United States Marine Corps serving for four years, obtaining the rank of sergeant. He deployed twice overseas serving as a Scout Sniper Team Leader. After receiving an honorable discharge from the Marine Corps in 2000, Mr. Loughlin attended Seattle University School of Law, graduating with a Juris Doctorate, and was admitted to the Washington State Bar in 2004.

In 2003, while still a student, Mr. Loughlin accepted an internship with Kenyon Disend PLLC in King County and began training as a prosecutor for the cities of Kirkland, Burien, and Kenmore. In 2004, he was hired as a full-time prosecutor responsible for charging and prosecuting persons accused of driving under the influence, domestic violence, and various misdemeanors.

In 2006, he resigned that position to move home and work for the Vancouver City Attorney as an Assistant City Attorney responsible for prosecuting misdemeanors and gross misdemeanors. In 2007, Joseph was selected to present at a local judicial conference on DUI law.

In 2008, he was cross-deputized by Prosecuting Attorney Art Curtis and assigned to the Clark County Domestic Violence Unit. At the Domestic Violence Unit, he successfully prosecuted hundreds of cases, including misdemeanors and felonies, and developed a reputation as a skillful trial attorney.

Mr. Loughlin continues to serve his community and county as a member of the Washington Army National Guard. In 2007, he left the 19th Special Forces Group to become an Army Judge Advocate.
